The Guyana government, through the Ministry of Natural Resources, is forging ahead with the development of the country’s natural gas resources, discovered in abundance in the Stabroek Block, with a view to establish an open-access infrastructure system for all current and future Upstream participants.
As such, the Ministry has since formally invited interested parties to submit proposals for the comprehensive project titled “Design, Finance, Construction, and Operation of required Gas Infrastructure to Support Upstream Developments.”
According to the Ministry in its invitation, the objective is to evaluate the commercial, technical, and environmental feasibility of the necessary infrastructure, collectively referred to as “the Project.”
To this end, through the Request for Proposals (RFP) process, the selected company(ies), presenting the most optimal solution for the Project, will be granted exclusivity to negotiate with the GoG.
Government has since disclosed that the negotiation will encompass the entitlement of gas, ensuring the Project’s viability and the integrity of the overall value chain.
Key Requirements outlined in the RFP include:
Developer’s Capability and Credibility: Applicants must demonstrate their capability and credibility to execute a project of this nature.
Clear Agreements: Clear written agreements among the involved parties, with evidence of consortium agreements if applicable.
Site Plan: A detailed site plan for the Project.
Project Schedule: Both a summarised and detailed project schedule.
Project Costs: A comprehensive breakdown of the anticipated project costs.
Project Structure Diagram: An illustrative diagram depicting the project’s structure.
Business Plan: A well-defined business plan for the proposed gas infrastructure.
List of Legal Agreements: A listing of all legal agreements associated with the Project.
Proposed Capital Structure: Details regarding the proposed capital structure for the financing of the Project.
